Minutes October 2007

 

Minutes of the meeting held on Thursday 4th October 2007 at 7pm in Martyr Worthy Parish Hall.  

PRESENT: John Harris (Vice Chairman), Bob Banham, Penny Flemons, Shirley Howell, Elaine Labram, Fiona Parry, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor). Joyce Edgell (Clerk). 

A presentation was made by Richard White, Bursar of Princes Mead School re Sports Hall Usage. Princes Mead would like their Sports Hall to be used in the evenings by local groups. A planning application will be made for this purpose. The meeting was in favour of this application.

09.2 MINUTES of LAST MEETING

The minutes of the meeting held on 6th September were approved and signed. 

09.3 MATTERS ARISING                                                                                          ACTION

a) Couch Green

Another estimate for surfacing the car park has been received which is of a similar cost.

JAE has been in touch with the dog wardens who have put up larger notices re clearing up the dog mess. The dog wardens will carry out spot checks. £50 instant fine can be issued. JAE to put an article in the magazines.                                                                                           JAE

The meeting thanked ET and SG for mending a resident’s fence.           

b) Footpaths

Charlie Yeates has been asked to fell 2 overhanging trees along the railway line footpath.

            Hoggin has been laid on the footpath from Chilland Lane to Cow Down. 

c) Code of Conduct

JH and PF attended the Code of Conduct Seminar. JH explained the implications. He proposed that the Code should be adopted included paragraph 12.2 which relates to members’ prejudicial interest. The meeting agreed unanimously. JAE to inform WCC and put an article in the magazines to this effect.      JAE

09.4 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR 

JP presented her written report. Vegetation cuts have been carried out. Funding is being sought so that a full cut back on roads should last several years.

NB reported that the owner of Matterley Bowl has appealed against the reduction in numbers of events. A compromise could be reached The Parish Council agreed to this.

The Itchen Abbas Sewage Treatment Works are progressing. Land has yet to be purchased for the Couch Green works. 

09.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS 

            EL commented that the Cattle Grid in Avington Park has not been mended. JAE to consult Neil Broadbent.                                                             JAE

EL is awaiting a written estimate for supplying and planting the hedging at Old School Field. 

Car windows have been broken by vandals in Easton and Avington. JAE to put article in magazines.                                                                                                       JAE  

            PF reported that Avington Church may increase the church bells to 3.

            PF asked if letters had been sent to 4D re Avington Sewage Treatment Works. 

SR stated that the Countryside Access Plan received is not relevant to our Parish. SR will find out if someone can put up a bench on the grass verge overlooking Avington Park.                                     SR 

FP asked if steps could be built from Chillandham Lane to the railway line. JAE  to ask Neil Broadbent.                                                                                                                                                    JAE 

BB said some of the bollards at Strawberry Lane need replacing.                       JAE 

09.6 FINANCE 

            The new bank mandate was signed.
