Minutes of the meeting held on Thursday 2nd October 2008 at 7pm
in Martyr Worthy Parish Hall.
PRESENT: Steve Gapper (Chairman), Bob Banham, John Harris, Shirley Howell, Bill Loader, Paul Moffatt, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Joyce Edgell (Clerk). One member of the public.

10.2 MINUTES of LAST MEETING
The minutes of the meeting held on 4th September 2008 were agreed and signed.
10.3 REPORT from COUNTY COUNCILLOR
Jackie Porter informed the meeting that the travellers will be leaving Bridgets Lane shortly. She asked that the Parish Council respond to the survey re Gypsies, Travellers and Travelling Show People. SG will complete the survey.
There is a “Paths to Partnership” seminar on 9.10.08 in Alton re how footpaths, byways and the ways in which HCC and the PC can work together to improve the paths and access to them. SR will attend.
South East Plan deadline for comments - end of October.
10.4 MATTERS ARISING ACTION
a) B3047 Footway
All householders affected by the proposed footway along the B3047 will be personally invited to the December Parish Council meeting.
b) Play Equipment
EL has received positive feedback re the new play equipment at the Old School Field at Easton. The Trustees of the field were not informed about the new play equipment. SG has sent a letter to the Trustees apologising for the oversight.
SH has got the 3 estimates required for the new play equipment on Couch Green. JAE to apply to the Open Space fund. JAE
c) Easton Traffic Calming
SG will draft a survey for the residents of Easton re the Village 30 scheme. The residents will be invited to the Parish Council meeting on Nov.6th to discuss the proposal. SG
d) Footpaths
SR will contact Charlie Yeates to ask him to cut back branches along the Shelley Close footpath. JAE has had no response from HCC re the state of Strawberry Lane. JP will ask Peter Watson to come to look at various paths in the valley.
e) Trout Farm Trees
No response from Hampshire Highways.
f) BT ‘Phone Boxes
WCC is recommending that ‘phone boxes in villages are retained as the signal for mobile phones is poor.
10.05 FREEDOM of INFORMATION ACT
The Information Commissioner has published a new model publication scheme which can be adopted by councils without amendment. The new scheme must be adopted by 31.12.2008.
JAE to draft the Information Publication Scheme and circulate before the next meeting. JAE
10.6 PARISH COUNCILLORS’ REPORTS and QUESTIONS
SH attended the Martyr Worthy Parish Hall committee meeting. She reported that the meeting would like the road at the top of Church Lane widened. Land ownership will be obtained. Highways to be consulted. JAE
SH reported that no litter had been left on the field after the latest football match. Concern that too many cars are parking on the grass verge outside KGV. JAE to contact the organisers and ask if cars can be driven onto the field on the right along the hedge. JAE
BL is concerned that 2 of his planning reports have not been received by the respective planner, although he has had confirmation that they have been received by WCC. He will write to Fiona Tebbutt about this. JH asked him to comment about the length of time taken for planning applications to get to the parishes. BL
10.7 FINANCE
It was agreed to change the banking facilities to the Abbey. JAE
