Minutes of the meeting held on Thursday 1st October 2009 at 7pm in Itchen Abbas & Avington Village Hall.

10.3 DISCUSSION WITH LUKE PIPER OF THE RECENT GLADE FESTIVAL

10.4 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
JP reported that she had met with residents affected by the Glade Festival. This group is determined to have the festival licence reviewed, including (i) removal of permission for the Sunday of the event, (ii) a better system for reporting and handling complaints, (iii) reduction of noise volumes generated at/by the sound decks (iv) transfer of responsibility for enforcement at the event from Glade to WCC.
JP said it is very difficult to argue a priority case for improvement of the footway on the B3047 because there is little evidence of pedestrian traffic; the work might be financed from S106 funds, but proof of significant foot traffic would need to be provided. SG commented that the work on the path might be split into 3 stages, at a potential cost of minimum £35-£50k to £1/4million.
JP reported that 2 consultations – to do with Disabled Adults and Older Persons Care have been mounted. LTP3 (2011-2026) has to show what the authority intends to deliver in the long and short term, which is driven by both economic and climate change. Increased important is attached to this exercise, because of 20% cuts in the maintenance budgets. |

10.5 MATTERS ARISING
a) Footpaths
Zig-Zag: lead councillor not present. Defer.
Strawberry Lane: lead councillor not present. Defer.
b) Footway B3047: covered in County Councillors’ Report.
c) Lit Signs: Alresford TC has purchased the lit signs. SG to liaise regarding IVPC’s usage of them.
d) Parish Plan: delete.
e) Couch Green
(ii) Payment of outstanding debt by WCFC. The Clerk reported
(iii) Clerk to contact Kingsworthy PC: E mail sent. Responses awaited.
f) Model Standing Orders: Drafts had been circulated prior to the meeting. Chairman will review and advise Clerk of potential changes. A hard copy is to be sent to Cllr Thompson.
SG asked members to indicate their availability for the next PC meeting scheduled for 5th November, and it was evident that a quorum would be present. In the absence of the Chairman, the Vice-Chairman was to be asked to chair the meeting. |

10.6 PARISH COUNCILLORS’ REPORTS and QUESTIONS
ET expressed his disappointment at objections raised about charitable events at Matterley Bowl and said that he had written to Prince William. SG said that there had been no objections to these events.
PF expressed concern that she had seen no reference in planning reports to the new gates at Lower Chilland House. It was agreed that the new planning application for this site needed to be examined.
PF also reported that several residents had expressed concern at the level of noise nuisance arising from events at Avington Park. The noise arose not from the events themselves but from contractors dismantling stands very late at night after the events had finished, rather than returning the following day. Clerk to advise Environmental Health and to ask the PCSO to raise this with the contractors. |

JP suggested that IVPC might like to consider asking that the speed limit in that area be reduced.
