Minutes 4/9/03

 

 

Meeting held on Thursday 4th September 2003 in Itchen Abbas and Avington Village Hall.

 PRESENT: Alison Matthews (Chairman), Jennifer Ffennell, Steve Gapper, Geraldine Phillips, Eric Thompson, Paul Twelftree, Martin Woodcock. Also present: Neil Baxter (City Councillor). One member of the public was present. 

Neil Baxter reported that he had 3 areas of concern. 

a) Oil exploration.

    He and AM to meet Pentex. They wish to set up a public meeting. Increase in traffic is the main concern. The closure of gaps on the     A31 will be monitored. 

b) Address Management.

    He plans to meet Philippa Eldridge to discuss the changes in post codes in Station Close, Itchen Abbas. 

c) Sewage Works.

       The smell has been bad this year. Patrick Aust, WCC Drainage Engineer, stated that there has been no further development. Land           for the replacement of the Station Hill works has not been purchased. Equipment has not been cleared at the Couch Green works.          AM to write.         AM

08.2 MINUTES of LAST MEETING

The minutes of the meeting held on July 3rd were approved and signed. 

08.3 MATTERS ARISING                                                                                                                                                                              ACTION

a) Couch Green

FP has met Louise Rowland, Sports and Recreation Development

Officer, who has given her suggestions on increasing the use of

Couch Green. 

b) Old Railway Line

A padlock has been put on the gate. Keys are with CB and JAE. 

c) Address Management

An explanation was received from WCC regarding the naming

of Main Road. JAE to put the response in the October magazine.                                  JAE 

d) Flooding Action Plan

GP has sent report. She queried whether IVPC should set up

a flood action group. It was agreed not to do so at present. 

e) Lunways /1, Hillside Cottages

These two properties have now been put back on the Enforcement

list. JAE has completed a survey from the enforcement department.

f) Pavement alongside B3047-Martyr Worthy

This has been cleared of weeds. No plans to resurface it at the moment. 

g) Mean Fiddler

Cheques for the 3 village halls have not been received. AM to remind Mean                          Fiddler                                                                                                                                                                 AM 

h) Low Cost Housing

A SW design planner is investigating the water main. AM has

met Mr and Mrs Bunny. They will consult their solicitor. The

application for the 3 extra houses has been refused on highway

problems.         

08.4. COUNCILLORS’ REPORTS and QUESTIONS 

GP had attended the New Councillors’ course and found it useful.

She reported on a meeting of the Easton Village Hall Committee. 

JF asked about kerbing in Church Lane, Martyr Worthy.

She asked where the Bridgets Lane sign will be put. MW has spoken

to HCC re. the bus stop sign. The bus company to be asked to put

their sign on the lamp post. 

CB had asked the clerk to mention that the bus shelter in Itchen Abbas

had been vandalised. The lime trees in Station Approach seem to be

sprouting again. The drain on Station Hill is blocked.                                                                             JAE 

AM reported that the Avington gate has been reinstated. A key

to be obtained from Neil Broadbent. JAE to ask for the old gate to be

removed and the cattle grid to be cleared.                                                                                              JAE 

             

08.5 FINANCE 

The internal Auditor’s report was discussed. Risk Assessments: Deeds

have been copied. Originals to be wrapped in a fire blanket, and kept in

a tin box at the clerk’s house. Copies will be held by the chairman.

Insurance company to be asked how often play areas should be

Adoption of Internal Audit Report

PT proposed the report be adopted. JF seconded this proposal. 

Signing of Contract

MW proposed the contract should be signed and JF seconded this

proposal.

Review of Clerk’s Salary-To be considered at the beginning of the October meeting.

W04452/05 Winnall Down Farms Ltd. Fair Lane. Removal of condition No. 2 of Planning Permission W04452/02 Withdraw objection provided use is limited to employees of Vitacress working on the farm.

1. Heather Glen Appeal

Refused on the grounds of over-development of the site. Weight had been given to the Village Design Statement.

Planning permission refused

08.9 INTECH 

Intech are in breach of the S106 agreement. WCC solicitor to enforce the agreement. AM and NB have met the Intech trustees. 

08.10 ITCHEN ABBAS and AVINGTON VILLAGE NEWS 

A request from the editor that a regular monthly feature be submitted was discussed. It was agreed that an article should only be               written when an important issue arises. 

08.11 CORRESPONDENCE 

A letter from David Bishop about lorries in Church Lane, Easton wasread. It was suggested that the sign at the beginning of the lane               be re-worded to discourage unnecessary traffic.
