Meeting held on Thursday 2nd September 2004 in Itchen Abbas and Avington Village Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Eric Thompson, Paul Twelftree, Joyce Edgell (Clerk). 08.1 APOLOGIES: Fiona Parry, Geraldine Phillips, Martin Woodcock. 08.2 MINUTES of LAST MEETING The minutes of the meeting held on Thursday July 1st 2004 were approved and signed. 08.3 MATTERS ARISING ACTION a) Couch Green AM consulted the Charity Commission re IVPC being sole trustee of KGV. This was agreed. £20 has been received for parking on KGV. JAE has approached contractors asking for quotations for grass cutting for 2005. JAE to write to Robert Stent asking for a quotation. It was agreed that the cost of grass cutting should be reviewed regularly to comply with best value policies. JAE CB has seen play equipment at the school which may be suitable for Couch Green. She will contact FP. CB b) Low Cost Housing Hyde Housing has acquired the land at Bridget’s Lane, Martyr Worthy and have spoken to the builders. The housing department considers the criteria for occupiers to be too demanding. Criteria to be reviewed at the October meeting c) Finger Posts JAE has spoken to Norman Beaumont. He is progressing with all outstanding jobs. JAE to give the drawing of the Church Lane, Easton sign to EL, who will show to Mr and Mrs Dhand to discuss positioning on their wall. EL d) Footpaths Mark Stent has sent a letter to HCC regarding the state of the footpath which leads from the Golf Club towards Ovington. JAE has contacted the farmer re stiles from Northington Road to Rectory Lane, which need mending. The boardwalk path has now been cleared. There is to be an audit along the whole of the St Swithun’s Way. Small discs re dog fouling to be put near all St Swithun’s Way signs. CB to put articles in the magazines informing residents. CB e) Traffic Calming PT met Graham Clifford at The Cricketers re the new junction. Plan to be put on the notice board for residents to see and comment. IVPC agrees with the plan providing no adverse comments are forthcoming. f) Itchen Abbas School A letter from the headmistress, Veronica Shaw, states that her personal view is that a representative from the community should be on the governing body. 08.4 AIRCRAFT NOISE CONSULTATION The environmental health department is asking for comments re a routing trial. EL to draft a response. EL 08.5 LOCAL STRATEGIC PARTNERSHIP/PARISH COUNCILS WCC sent a resume of the amount of co-operation between Parish Councils and Local Strategic Partnerships. 08.6 COUNCILLORS’ REPORTS and QUESTIONS SG stated that the seats have gone from Avington Lake. JAE to investigate. JAE A tree is down on the footpath behind Shelley Close. CB to contact Charlie Yeates. CB SG is having problems with the Web Site and is contacting the webmaster for the HCC site. EL sends her apologies for the October and November meetings. She asked if she could contact Terry Bennett to ferret on the Old School Field. She was asked to mention the railway line also. EL She enquired about the Butterfly Conservation Area at Morn Hill Cemetery. This is the mitigation site for the Park and Ride scheme. EL to enquire about the missing keys for Easton Village Hall. EL ET mentioned that 2 gates are being built at The Worthies. JAE is monitoring this as planning consent was for one gate. OBJECT as before. AM 09.9 PLANNING DECISIONS Noted as listed in the agenda. 09.10 PLANNING MATTERS Tree preservation orders have been served at Chillandham Cross. A copy of Mr West’s reply to HAPTC has been received. MSA gates have now been padlocked again. The Palmer Fry sign at Worthy Park has been removed. AM has yet to receive a reply to a letter she wrote concerning the way that the planning application for the Morn Hill Hotel Site was handled. She will contact WCC. AM MSA-Goldstar Forecourts Ltd appeal on 23/09/2004. Storage of vehicles at The Old Dairy, Easton is being investigated by the Enforcement team. The new owners of the Police House in Itchen Abbas have applied to have an extinguishment of Highway Rights at the junction of Shelley Close and Station Hill. IVPC has objected. The site meeting re the Banner Homes development was well supported. The site committee will recommend refusal to the full Planning Committee. Charlie Robson, Enforcement, is to be invited to a Parish Council meeting. JAE South Downs National Park inquiry - Round Table Session on 13/10/2004. AM to attend. EL ODPM Consultation on Draft Code of Conduct for Local Government Employees. A review of restrictions on the Political activities of Local Authority employees and pay of political assistants. PT AM has responded to Mrs Littlewood’s letter re noise from Avington Park. Mr Dee has written to HCC re improvements in Malthouse Close commenting upon the cost and necessity of such a big job.
