Minutes 7/9/06

 

Minutes of the meeting held on Thursday 7th September 2006 in Itchen Abbas and Avington Village Hall. 

PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, John Harris, Elaine Labram, Fiona Parry. Joyce Edgell (Clerk). 

08.1 APOLOGIES: Bob Banham, Steve Gapper, Geraldine Phillips, Eric Thompson. 

08.2 MINUTES of LAST MEETING

The minutes of the meeting held on 6th July 2006 were approved and signed. 

08.3 MATTERS ARISING                                                                                             ACTION

a)      Couch Green

The new fencing should be erected next week.

FP has received an estimate for play equipment which is too expensive. Other estimates will be acquired.                                                                                                                        FP

The football team is thrilled to have the use of KGV. Any local boys are welcome to apply to join. Note to go in magazines.                                                                                                                    JAE

A down pipe on the pavilion is damaged. FP will ask someone to mend it.          FP

JAE to remind Terry Bennett that we should like him to continue ferreting on KGV and the Old School Field.                                                                                                                              JAE 

b) Old School Field

            Trustees meeting on 14.10.2006           

c)  Low Cost Housing

The electricity work has been carried out. The water pipe won’t be done until mid to late October. AM voiced concerns about the criteria for the S106 agreement. She will ask Neil Baxter to talk to WCC.     AM/NB

d) Footpaths

CB commented about Jackie Porter’s article in the magazines re the state of the local footpaths. CB will write to JP stating that IVPC is disappointed in the article especially in view of the sterling work carried out by Charlie Yeates on the Parish Council’s behalf.                                                                                  CB

A branch is down on the Lower Chilland Lane to Avington footpath. CB will ask Charlie Yeates to remove it.                                                                                                                                                 CB

CB presented an article called “Path Watch” which is designed to protect paths from 4x4 vehicles. JAE will pass it to the police.                                                                                                                            JAE       

e) Traffic Calming

HCC will not take advice from an outside agency. AM will receive feedback from a Dorset meeting.

Jackie Porter will meet Sara Watters re traffic calming along the B3047. The buff strip in Easton has still not been replaced. JAE to make enquiries.                                                                            JAE 

f) Pinder Centre Signs

An e-mail was received from the Pinder Centre agreeing to change the signs and outlining the cost. 

g) Martyr Worthy

JF has asked IVPC to write to HCC asking for Church Lane, Martyr Worthy to be put on the regular cutting schedule.                                                                                                                                 JAE

JF asked if the Martyr Worthy bus shelter could be renovated. It was agreed to ask Charlie Yeates to estimate for renovating all 5 bus shelters in the Parish.                                                                     CB 

h) Avington

JAE met Michael Edwards about the state of the Silver Jubilee Horse Chestnut Tree. Although not in a dangerous state he advised that it should be felled and replaced. An estimate for a second opinion was received which was thought to be expensive. JAE to consult Hillier’s to ask their advice.    JAE

A letter from a resident in Avington has asked if a seat could be provided long the grass verge near Avington House. AM will look into the possibility.                                                                                     AM 

08.4. COUNCILLORS’ REPORTS and QUESTIONS 

CB reported that the enforcement team has asked for the Portakabin at the industrial unit in Itchen Abbas to be removed before November or apply for temporary planning permission.

CB has spoken to Patrick Aust who expects the sewage works in Itchen Abbas to start soon.

The bench at the end of Shelley Close has been damaged. CB will ask Charlie Yeates to mend.  CB

The owner of the Police House to be asked to cut the hedge back from the seat.                          JAE 

FP asked if there was any progress on Chillandham Cross. The property is to be auctioned. (Subsequently withdrawn). 

JF reported that the 3 Defra houses in Bridgets Lane are to be auctioned in Martyr Worthy Parish Hall on 14.09.2006. 

AM produced an article in The Times commenting on the poor design of the Silver Hill development

AM had attended the Southampton Airport liaison meeting. JH took notes to read. 

JAE reported that the telephone box in Itchen Abbas will be repaired during this financial year. 

As there will be vacancies on the Parish Council next May, it was decided to ask anyone who might be interested in joining the Parish Council to attend the December meeting to get an insight into the role of a Parish Councillor. Note to be put in the magazines.                                                                                                        JAE

            The clerk’s salary is increased to £3000 per year plus £300 use of home/computer expenses.

08.8 PLANNING MATTERS 

            The motocross application is still to go to committee 

Robert Stent has won his appeal against WCC’s refusal of his application for holiday cottages. 

IVPC was not told when the Gospel Hall was going to committee. AM will write to Fiona Tebbutt. (Explanation received in the meantime). 

Itchen Abbas School is concerned about the lack of landscaping on the border with the Banner Homes development. A resident has written to the ombudsman complaining about the way in which the planning office dealt with the application.

The planning office has asked how IVPC would like notification of planning applications. The clerk felt there was a waste of paper in receiving the whole lists. IVPC will ask for only relevant information to be sent. The clerk can note any neighbouring parish’s applications from the e-mail list.                                                         JAE
