Minutes September 2007

 

Minutes of the meeting held on Thursday 6th  September 2007 at 7pm in Easton Village Hall. 

PRESENT: Steve Gapper (Chairman), Penny Flemons, John Harris, Shirley Howell, Elaine Labram, Bill Loader, Fiona Parry, Eric Thompson, Jackie Porter (County Councillor), Joyce Edgell (Clerk). 18 members of the public. 1 member of the press. 

John Dymott of Mott Gifford gave a presentation re the 30mph speed limit on the B3047. He showed where the 30mph will be and where a buffer of 40mph at both ends of the road is proposed. Main areas of concern from the meeting were where the speed limit in Bridgets Lane will start, should the speed limit include Princes Mead School and should a footway be considered along the B3047. John Dymott will consider the first two issues. SG thanked John for his presentation.

08.2 MINUTES of  LAST MEETING

The minutes of the meeting held on 5th July 2007 were approved and signed. 

08.3 MATTERS ARISING                                                                                                                                        ACTION

a) Couch Green

£50 has been received from Playsafe Playgrounds towards the repair of a resident’s fence. SG and ET to look at what needs doing.                           SG/ET

FP has estimates for £3,500 to £4.000 for rescalping the car park. She considered it was a waste of Open Space Funding. The meeting agreed. ET will investigate a cheaper option.                           ET

JAE has got estimates for replacing the showers. The meeting agreed to accept the estimate of £690.   JAE

Terry Bennett will begin to ferret in October. He has asked for a letter giving IVPC’s permission which JAE has supplied. JAE to ask Terry if he is going to ferret at the Old Schoolfield.                                    JAE

SH commented on the amount of dog mess left on the field. JAE will find out what powers IVPC has to prevent dogs using the field.                             JAE           

b) Footpaths

FP and JAE met Neil Broadbent at the affordable houses to discuss the footpath down the bank on to the old railway line. He has agreed to make the path. There will be no cost to the Parish Council.           

c) Code of Conduct

PF and JH are attending a meeting re the Code of Conduct. IVPC will discuss again in October when the Code must be adopted. 

08.4 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR

Jackie Porter gave her written report and a copy of a letter she had sent to HCC re the lack of cutting of highway vegetation. The meeting felt that a letter from IVPC should also be sent.                             JAE

A receiver has been appointed re Morn Hill Hotel Site. The Development Control Committee will discuss whether a new S106 agreement should be entered into. SG will meet Neil Baxter to discuss IVPC’s thoughts.       SG/NB  

08.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS

EL commented that a particular delivery lorry is consistently using the wrong entrance at the Ice Cream factory. The address of the firm will be ascertained and SG will write and complain.                   SG                                                                                          

PF reported that she continues to be in contact with 4D about the proposed Avington Sewage Treatment Works. SG will write to Jackie Porter and Neil Baxter.              SG 

08.6 FINANCE

JH has looked into other banking services and has concluded there is little reason to change. JH and BL have agreed to become cheque signatories. JAE to get bank mandates. 

            The clerk’s salary has been increased to £3,200.

He has had unsatisfactory reasons and will be pursuing the matter.                                 JH
