Minutes September 2008

 

 

Minutes of the meeting held on Thursday 4 th  September 2008 at 7pm in Easton Village Hall. 

PRESENT: Steve Gapper (Chairman), Penny Flemons, John Harris, Shirley Howell, Paul Moffatt. Jackie Porter (County Councillor). Joyce Edgell (Clerk). 2 members of the public.

09.1 APOLOGIES: Bob Banham, Elaine Labram, Bill Loader, Sarah Robinson, Eric Thompson, Neil Baxter (City Councillor).

09.2 MINUTES of LAST MEETINGS
The minutes of the meeting held on July 3rd 2008 and the Extraordinary meeting held on 25th June were agreed and signed.

09.3 REPORT from COUNTY COUNCILLOR-Circulated

Jackie Porter reported that work is to be carried out on the A31 to help alleviate the number of accidents. This includes resurfacing, and closing of several crossing points between the Intech and Ladybower roundabouts.

A meeting re lit “speeding” signs in Parishes will be held on 23rd October at Tubbs Hall, Kings Worthy. A representative from each Parish is invited to attend.

09.4 MATTERS ARISING                                                                                           ACTION

a) B3047 Footway
SG and JP met HCC Estates re land ownership of frontages along the B3047. (JP and JH declared an interest in this project). Engineers will be consulted regarding the surface of the footway. A public meeting will be held in the village hall when more information becomes available.

b) Play Equipment
The play equipment at the Old School Field will be erected shortly. SH is obtaining 3 quotes for play equipment at Couch Green                  SH
           
c) Easton Traffic Calming
It was recommended that the Parish Council carries out its own survey with the residents of Easton re the Village 30 initiative.

d) Footpaths
JAE has contacted the landowner of Strawberry Lane, who says it is not his responsibility to cut the hedges along the footpath. JAE has contacted HCC.
The zig-zag path from Shepherds Field to the Old Railway Line has not been started. JAE to investigate.                                                                 JAE

e) Avington War Memorial
PF reported that the fete committee would like to improve the appearance of the war memorial. No planning permission would be needed if application is made through the Parish Council. The meeting agreed to support the improvements.

f) Trout Farm Trees
JAE has written to and telephoned the owner of the Trout Farm on the B3047 re the state of the trees alongside the road. As there has been no positive response this has been handed over to Highways.

g) BT ‘Phone Boxes
WCC has recommended that all villages keep the ‘phone boxes as mobile reception is very poor.

09.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS

        SG reported that WCC have written to the owners of the garages near the old sewage works in Itchen Abbas with a view to using the land for affordable housing.

PF reported a resident’s concern about the lime tree at the entrance to the driveway by the Pinder Centre.
Residents of the Old Rectory have been disturbed by the noise from functions at Avington Park. Sue Blazdell at Environmental Services is the person to contact.
PF announced her apologies for the October Parish Council meeting as she is getting married. The meeting congratulated her and wished her well.

JH has been expecting a planning application for Lower Chilland House.

SH reported that there were 2 football matches on KGV on Sunday. She had collected 12 coke cans and some rubbish. Cars had been parked on the newly seeded grass. JAE to contact the manager of the football club to comment on the litter and ask if the number of cars would be a regular occurrence. JAE

Many residents have voiced concerns about the noise at the Sanctuary Pop Festival.

Planning Matters:
Building work at Chillandham Cross will start soon. The workers will use KGV to park their vehicles. The gas board has reinstated the entrance to KGV.

Lower Chilland Mill-Meeting 24.07 08 at IA and Avington Village Hall. The meeting was attended by about 15/20 people.
