Minutes of the meeting held on Thursday 3rd September 2009 at 7pm in Itchen Abbas & Avington Village Hall.

09.2. MINUTES of LAST MEETING
The minutes of the Ordinary Meeting held on 7th July and the Extraordinary Meeting held on Thursday 30th July 2009 were agreed and signed. |

09.4 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
JP noted that IVPC had determined where the 30mph lit signs would be located and pointed out that these could also be used in 40mph areas such as Easton, Rectory Lane etc.
JP reported (i) A meeting of the Alresford Town Partnership was planned for 21 September which was to include discussion of swimming facilities in the area. (ii) Country Watch had reported quite a lot of local crime recently. JP was concerned that crime detection rates should also be published. These issues were to be raised at the Alresford Town Partnership meeting. (iii) Small grants for works >£25k are available and JP urged parishes to make bids for footpaths/footways.
(iv) Efforts are to be made to improve the lay-by on the Ovington side of the A31 – getting it opened out to give better visibility. Support was requested. (v) A meeting had been held with Neil Broadbent in an effort to prevent flooding caused by a blocked drain. (vi) Proposals for lighting improvements at Shepherds Field were to be sent to residents affected. In response to a question from SG, whether there were any funds other than (iii) above available, JP said that there were S106 monies available arising from the Hatch End/Chilham Corner applications. The Chairman undertook to contact Colin Taylor. JP confirmed that if additional speed checks were felt necessary, the parish could contact HCC’s Traffic Management Unit. She also noted that some residents were still putting out bins with 40mph signs, rather than 30mph on them. JH was concerned that the closing speed of some vehicles was almost 100mph. JP urged members and residents to write letters of complaint to the Chief Constable.
NB reported a lot of negative feedback on the Glade Festival and a meeting was subsequently held at Cheriton attended by 25-30 local residents. The major source of complaint was the level of noise late in the evenings. NB had visited all parishes while the festival was in progress and the level of sound was variable, largely governed by wind direction which was towards Cheriton, where the bulk of the complaints came from. He suggested that the way to challenge noise issues was through the licensing authority. His personal concern was the extension of the festival from
1 to 3 days. SG said the parish had received no complaints, possibly because residents thought it would be a waste of time – the authorities had not been responding to complaints. There was also a view that it was good to have something for local youngsters once a year.
The consensus was that the way forward is for representatives of Glade to get together with say 2 representatives (residents not councillors) from each parish to plan for next year. JP said she would be in favour of a review of the licence, particularly as regards road closures.
Comments from a local resident (a sound expert) was that the type of amplification equipment being used at the festival was not entirely appropriate. The general feeling was that the festival should not be stopped, but that conditions need to be changed – in particular cancellation of the Sunday evening session (prior to a working day). |

09.5 MATTERS ARISING
a) Footpaths
Zigzag: it was reported that though remedial work had taken place, water is channelling down the path, causing rutting. PM to investigate. A note is also to be put in the village magazine regarding fly-tipping of rubbish. SR suggested a working party be formed to do some tidying up.
Strawberry Lane: work on overgrown hedging etc is to be undertaken once the harvest season is finished.

(i) The gate has been replaced, the fence repaired and a dead tree removed. PM was thanked for removing the tree and for grass-cutting at Martyr Worthy War Memorial.
(ii) Payment of outstanding debt by WCFC. The Clerk reported problems in identifying precisely who was responsible for the debt, and was instructed to pursue it with Winchester FC, with whom the contract was signed.
(iii) Clerk to contact Kingsworthy PC to advise them that IVPC has a football pitch available for use.

09.6 PARISH COUNCILLORS’ REPORTS and QUESTIONS
ET reported that hedges on Chapel Lane need cutting back.
PF referred to an article in the press about aircraft noise, but the consensus was that every effort had been made by the airport authority to minimise noise. It was also felt that the noise generated by Chinooks was less of a nuisance than that of some private helicopters. |
