10.003 Reports from County and City Councillor:

 

a. District Councillor Baxter did not present a report – Although he did express that it had been a quiet month in terms of District Council business and went on to discuss some planning issues.

b. County Councillor Porter’s report is shown in Appendix A

c. Questions:

i. Councillor Baxter raised the sewage treatment plant that is required for Couch Green which had been promised for several years and its absence is causing a dreadful smell. Both County and District Councillor were aware of the problem and would look into it.

ii. Councillor Flemons said that Mr Gottlieb who had requested permission to address the Parish Council meeting about his planning application would not be attending as he has been informed that his application has now been granted.District Councillor Baxter said that it was his belief that permission had been refused but he would look into it.

iii. County Councillor Porter was asked if the Parish could have an additional grass cut. The frequency of cuts had been reduced because of the dry conditions however changes in the weather had meant that a cut was now necessary. County Councillor Porter said that she would Email a mowing list on which the Parish Council could request an additional cut.

iv. Councillor Flemons said that she would contact Councillor Porter about the additional requirements for grit bins.

10.004 Matters Arising:

 

a. Discussion took place on the proposed repairs to the public right of way adjacent to St John the Baptist church at Itchen Abbas, which has been prone to flooding during periods of heavy rain.

Councillor Flemons said that she had researched getting the path repaired using the Worthy Conservation Volunteer Force. The repairs would be financed with half of the costs coming from the County Council and the remainder of costs coming from the Parish Council and the initial estimate indicated that the work would cost approximately £500. Mrs Andrews who owns the path has said that she has no objection to the work taking place and if heavy equipment needs access she will grant permission to move it over the field she owns next to the path.

The main fear expressed by Councillors about digging out the land and where necessary fitting shuttering to support the infill is that it would be urbanising what is a rural area and that this is unacceptable. It was therefore overwhelmingly agreed that scalpings should be spread over the worst areas to facilitate drainage using local volunteers. County Councillor Porter said that she may be able to provide grant funding to cover part of the costs.

Councillor Flemons said that she would write to Mrs Andrews for permission to undertake the work.  

b. Lit signs – County Councillor Porter said that she would be preparing a full report to the next Parish Council Meeting.

c. Couch Green:-

i. Winchester City Football Club has now gone into full liquidation and the possibility of recovering their debt is unlikely. The Council therefore felt that pursuing the debt would result in further loss of public money and instructed the Clerk not to proceed. However the debt will remain on file and should the Club reform attempts will be made to recover it.

ii. King George V Portakabin: Councillor Flemons has employed a plumber who has got one shower working for a cost of £460 and there will be an additional cost of £160 per additional shower. She asked for permission to get one additional unit fitted over the weekend. She has arranged for an electrician to certificate that the showers are safe to use, but the earliest this can be undertaken is the 7th September.

It was unanimously agreed that one additional shower should be installed over the weekend, however until the electricity has been certificated as safe to use, the showers may not be used. A Notice must be put up prohibiting their use and the Football Club needs to be informed.

d. Councillor Flemons said that the nets in the Playing Field next to the football pitches had been damaged by the contractors during mowing. Serco the contractor although not accepting liability has agreed to pay 50% of the costs.

It was agreed that the nets be replaced with a better quality nets so that they would last longer. Because of the special size Councillor Howell was asked to measure the existing nets and give the Clerk the size and the Clerk would obtain a quotation for the next meeting.

10.004 Matters for Decision/Discussion:

a.  Provision of seats on local footpaths –  it was agreed that a bench should be obtained and positioned in the Main Road, Itchen Abbas by “The Down House”, County Councillor Porter will identify its location. The land where it will be located is owned by the Owen and Hunt families. Councillor Flemons will contact Nick Owen to obtain his permission to site the bench.

b.Councillor Flemons reported that a tree has come down on the Triangle at Avington at the junction with Lovington Lane by the golf course, leaving an unsightly mess. The Upper Itchen Valley Society has generously offered to fund the cost to clear the site and replace the tree with a Sorbus.

10.005 Parish Councillors Reports and Questions:

a. Councillor Robinson – Reported that she had had an enquiry from Mr Vernon Tottle about the Veterinary Centre Laboratory, Northington Lane removing a strip of scalpings off the drive. It was explained that the removing of the scalpings is not a Planning Enforcement matter. Councillor Robinson said that she had a contact at the Veterinary Centre which she would give to Mr Tottle so that he could approach them directly.

b. Councillor Gapper – Reported that the football club had put up markers only to find that when they returned the next day the markers had been removed and that a notice had been put up saying “dog walking”. Councillor Flemons will put up a sign asking that dog walkers clean up after their animals.

c. Councillor Thompson – Said that the drains in Easton are blocked up and need clearing. County Councillor Porter – Said that she would contact the County Highways and asked that Easton be given priority in their drain clearing programme.

d. Councillor Flemons –

i. Proposed a vote of thanks for the work Ron Darley had undertaken during his tenure as Clerk to the Parish Council. This was unanimously agreed.She said that she would write to Ron expressing the thanks of the Parish Council.

ii. She asked the new Clerk to provide all Councillors with a model “Standing Orders” and “Financial Regulations” so that they can be discussed and adopted at the next meeting of the Parish Council.

iii. Asked the Clerk to prepare a simplified Agenda and send it to all Councillors for their consideration.

iv. Said that the Council needed to improve the changing facilities at Couch Green and that we would need funding to cover the costs. The clerk was asked to obtain an ‘Open Spaces Claim Form’ from Winchester City Council, and that Councillor Flemons would obtain three quotations for the required work.

e. Councillor Harris – raised concern about the Prince’s Mead School’s planning application.

10.008 Correspondence:

a. Hampshire Association of Local Councils

i. Notice of AGM which will be held on Saturday 23rd October – Noted

b. An irate Email had been received from Robert West alleging that a member of the Parish Council had entered one of his properties, Stillwater House, without obtaining his permission. County Councillor Porter said that it was she that had entered the site in her capacity as a County Councillor and that she would write to Mr West and explain what she was doing there.
 

10.009 Date of the Next Meeting – The next meeting will be held on Thursday 7th October in the Martyr Worthy Village Hall at 7:00pm.

Appendix A - County Report September 2010

The County Council mourns the loss of the executive member for Children's Services, Cllr David Kirk. Despite our political differences, I will miss him - his enthusiasm for good state education was above politics, and he was supportive of achieving more places in the area for local children. We await a replacement.

Operation Restore did mend the road, but oh what confusion and a fuss. I have been offered an explanation by Stuart Giddings, but I hope to extract an apology for you too. Would any of you like to join me to hear his explanation?

The list of new Grit Bins is going out to Parishes within the next seven days. As I hadn't heard anything, I enquired about the progress of this recently. The reply from Chris Lait (HCC) to me explains all... Dear Cllr Porter: I have this very day had the letter approved to go out to all Councillors and Parishes informing them of the locations for bins in this first phase. I hope the letter will be out with all the relevant bin locations, which are being compiled by the Highway Managers, within the next few days. The letter does ask if further locations have been identified and these can be conveyed to the relevant highway manager, Chris Wilson in Winchester.lf the parish is unsure if their bins have been included they can contact Chris or await the confirmation list.

The Micheldever Station Salt Store was approved- salt for this bin will come from Europe to avoid road blockages from Northern UK sites.

Two other winter snow resilience initiatives: Farmers are being offered more contracts for spreading grit/salt as well as ploughing. If you know anyone who may be interested, but hasn't received a request yet, please ask them top contact me. Secondly 4x4 owners wilting to give lifts/help out in snowy weather will be asked to join a contact list to ensure hospital appointment etc. aren't missed. I don't know yet if payment will be given for this service, over and above mileage costs
.
Mobile Library Provision is again under review – paper due on Sept 7th.

I have now asked the Affordable Housing team if they can help me to reach someone who can actually install lights at Shepherd's Field.but so far no success, but will keep trying.

Proposed short footpath section on B3047 is one of a number of proposals. I will find out which of the bids will successful in the first week of October

Drainage clearance will take place in October- but I have already asked for the section on Bridgets Lane to be cleared out- they did it this week.
